Each of X target creatures you control connive. You may have any number of them phase out. (To have a creature connive, draw a card, then discard a card. If you discarded a nonland card, put a +1/+1 counter on that creature. Treat phased-out permanents and anything attached to them as though they don't exist until their controller's next turn.)

About Change of Plans
Change of Plans (24) is a Blue Instant from Commander: Streets of New Capenna (NCC). It costs {X}{1}{U} and has mana value 2. It is printed at Rare rarity. The one keyword in its text is Connive. It is legal in Legacy, Vintage, Commander and Oathbreaker.
24 exists in 2 printings on TCGplayer, and each is priced as its own product. The spread between printings is narrow here: from US$16.03 to US$16.03 against this print's US$12.53. For reference the other printings read Extended Art US$16.03 on TCGplayer.
The cheapest listing in the United States is US$11.50, level with TCGplayer's US$12.53 market price. 4 stores have it in stock, and the next-cheapest listing is US$12.00, only 4% more, so postage will decide the order.
Across 5 markets, the EU has it cheapest, about 32% below the United States before postage and import tax. In each market's own currency the cheapest listings read €8.00 in the EU, US$11.50 in the United States, A$18.30 in Australia, C$17.00 in Canada and £11.60 in the United Kingdom. Conversions use indicative exchange rates, and postage, duty and import tax are not included, so a cheaper market elsewhere is a fact about listings and not a reason to import.
The market price moved -7.9% over the last 7 days; there is not yet a 30-day window to set that against. Its 90-day high was US$13.68, 8% above today's price.

Prices are live listings in each market, in the currency that seller charges. The “≈ USD” column is an indicative conversion for comparison only: not a quote, and not what you'll be billed. Stores generally ship within their own market, and international postage, duty and import tax aren't included, so a cheaper market elsewhere isn't necessarily cheaper to get delivered to you.
